The U.S. Census Bureau plans to procure PeopleSoft's Enterprise PeopleTools and Mobile Agent software to support time and attendance data collection for temporary employees involved in the 2006 Census Test. This software will operate on handheld computers and is fully compatible with the existing PeopleSoft Version 8.8 Service Pack 1 system already used by the Bureau for human resources, payroll, and labor management. The integration enables seamless administration of Time and Labor functions both through the existing system and via mobile devices, ensuring compliance with federal personnel regulations, privacy laws, and web-based deployment requirements for the Census Bureau's widely dispersed workforce. The contract will be awarded under the authority of the Federal Acquisition Regulation, with an emphasis on confirming that competition would benefit the government. Interested parties are invited to submit evidence of their technical capabilities, pricing, and other relevant information by October 26, 2004. Responses will be evaluated to determine if alternatives to PeopleSoft exist; however, if no suitable responses are received, the Bureau may proceed with awarding the contract directly to PeopleSoft. No solicitation documents are available, and inquiries must be directed to the contract specialist, Albert E. Kennedy. The Census Bureau already has the necessary infrastructure to support the software’s enterprise licensing and deployment.
