THIS IS NOT A REQUEST FOR QUOTE (RFQ) NOR A SOLICITATION

The US Bureau of Reclamation (USBR), California Great Basin – Interior Region 10 intends to negotiate a contract on a sole source basis with TDS/Happy Valley Telephone Company to provide a recurring requirement for Facilities Access Service for T1 Data Circuit for the Central Valley Operations Office (CVOO). The T1 Circuit is a dedicated circuit for the Supervisory Control and Data Acquisition (SCADA) System. The SCADA system is used between Trinity and Keswick Dam to control operations. The circuit itself is controlled by a computer to keep the circuit on and off and the monthly service fee allows that access.

TDS/Happy Valley Telephone Company is the Local Exchange Carrier (LEC) for the area which was established in 1984 with the break-up of the AT&T monopoly. Data access is regulated by National Exchange Carrier Association (NECA) Tariffs and the California Public Utilities Commission (CPUC) Intrastate Rates.

This action will result in a purchase order with a base plus four (4) option years. This requirement is being conducted in accordance with authority of FAR 12.1 (FAR Overhaul). TDS/Happy Valley Telephone Company is the sole provider of Facilities Access Service for the T1 Data Circuit for CVOO. A sole source justification has been prepared in support of this acquisition. The applicable contracting office for this requirement is Bureau of Reclamation, Great Basin Region, Division of Acquisition Services, located at 2800 Cottage Way, Sacramento, CA 95825.
