DA01--Market Research Request Geographic Information System Support

The Department of Veterans Affairs Technology Acquisition Center issued Sources Sought Notice 36C10B26Q0402 to conduct market research for Geographic Information System (GIS) support services. The primary objective is to identify capable vendors to provide enterprise GIS platform and service support, specifically focusing on the GIS platform within the Corporate Data Warehouse and its migration to the VA Enterprise Cloud environment. The scope of work includes system and database administration, ArcGIS Enterprise support, web map and application development using Python and JavaScript, and the integration of third-party systems. The government is seeking industry best practices for large-scale federal environments, emphasizing workforce stability, security compliance, and experience with system consolidation. The anticipated contract structure is based on a Firm Fixed Price basis with a direct reimbursable line item for travel, featuring a period of performance consisting of one 12-month base period and four 12-month option periods, not to exceed 63 months. Key requirements include strict adherence to federal security standards, such as HIPAA, FIPS, and NIST SP 800-63-4, as well as the requirement for all operations to be conducted within the United States. While the government has collected capabilities and certifications from various socioeconomic categories, including SDVOSBs, it has not yet determined a final acquisition strategy or solicitation date.
