The Department of Veterans Affairs, Network Contracting Office 7 in Charleston, SC, plans to award a sole source firm-fixed-price contract to Four Points Technology, LLC for the upgrade, maintenance, and professional services related to the Data Innovations Instrument Manager software at the Ralph H. Johnson VA Medical Center. This contract includes upgrading the Instrument Manager from version 8.17 to 9.0 to meet TRM compliance, along with professional services such as database migration, rule configuration, interface validation, connectivity testing, and ongoing OEM-authorized maintenance and technical support. The Instrument Manager middleware, which supports secure laboratory data transmission to the VistA Laboratory Information System, requires proprietary tools and certified staff for effective upgrade and maintenance. The performance period for this contract will include a one-year base period starting July 1, 2026, plus four one-year option periods extending through June 30, 2031. Work will primarily be performed at the VA Medical Center in Charleston, with some support potentially provided remotely. The sole source justification is based on Four Points Technology being the only authorized government reseller and provider of the required OEM-supported Data Innovations products and services. While this notice is not a solicitation for competitive quotes, the agency will consider capability statements from responsible sources demonstrating OEM authorization and expertise in delivering these specialized services before the May 29, 2026 deadline.
