Sole Source Justification This acquisition is being conducted under FAR 8.405 6(a)(1)(i)(B) Only One Source is Capable. The proposed contractor, Four Points Technology, LLC, has been identified as the only authorized Government reseller of Data Innovations products and services. Data Innovations is the sole manufacturer and developer of the Instrument Manager software and the only entity capable of writing, maintaining, and supporting its proprietary interface programs, rules engines, and VistA LIS connectivity components. Because Data Innovations restricts Federal distribution and technical support to Four Points Technology, and because the requirement involves maintaining and upgrading an existing proprietary installation, competition is not feasible.
