BC Hydro EV Charging Network Charger Management System
Solicitation # RFP 24430
The British Columbia Hydro and Power Authority is seeking a long-term partner to provide a white-label Charger Management System (CMS) platform for its electric vehicle charging network. The project involves managing a current network of approximately 900 charging ports across 190 locations, with a projected expansion to 3,500 ports by 2035. The selected provider must deliver a secure, scalable, and reliable platform that offers a seamless customer experience, real-time operational insights for network monitoring, and full interoperability with existing BC Hydro systems. The network standard for future technology is specified as 200-kilowatt chargers. The contract is expected to have an initial five-year term starting in June 2027, with the possibility of extensions for up to ten additional years. Award selection is based on the most advantageous proposal, evaluated through a multi-stage process. Pre-screening requires proponents to be the Original Equipment Manufacturer (OEM) of the platform and demonstrate experience with similarly sized networks in North American or European markets. Final selection is based on equally weighted criteria: confidence in achieving strategic objectives, overall annual and long-term costs, and a balance of trade-offs and risks. Proponents must adhere to strict submission guidelines by December 1, 2026, including a comprehensive Form of Proposal and a Cybersecurity Risk Management Questionnaire. The pricing structure covers several phases and services, including design and definition, implementation, platform usage, ongoing business support, RFID card fulfillment, and payment processing. Due to the critical nature of the infrastructure, BC Hydro may require a Vendor Cybersecurity Risk Assessment and mandates compliance with the Freedom of Information and Protection of Privacy Act of British Columbia.

The Department of Defense, specifically the Commanding Officer for the Marine Corps Force Preservation Directorate, issued solicitation M9549419Q0023 for the procurement of DataRobot On-Premise AutoML Base Edition and Enabled Success Package licenses. This initiative aims to revolutionize enterprise analytics by integrating cross-functional research with applied mathematics and social science. By leveraging AutoML tools, the organization seeks to increase its analytic capacity and streamline critical machine learning phases, including feature selection, preprocessing, engineering, model training, and parameter optimization, ultimately providing better data-driven input for resourcing decisions. This brand-name procurement was justified by the requirement for a closed-source solution compatible with the directorate's closed network architecture. The contract structure consists of a base period starting September 30, 2019, with two subsequent option years. The acquisition was conducted as a restricted procurement for authorized DataRobot resellers and evaluated on a Lowest Price Technically Acceptable basis under NAICS code 518210.

Full Description

The purpose of this requirement is to enable senior leaders to focus on better outcomes by revolutionizing how enterprise analytics is integrated with cross functional research. This requires a multi-disciplinary approach in bringing together expertise from both social science and applied mathematics to define research questions from motivating problems, gather the appropriate enterprise data, explore the data, build and refine analytic models before providing input for resourcing decisions. In order to increase the capabilities and analytic capacity, FPD seeks to leverage cutting-edge techniques of applied mathematics through the use of AutoML tools, which streamline several facets of the machine learning process that ordinarily require highly trained data scientists. The particular phases of the machine learning and data science application which must be streamlined include: feature selection, feature preprocessing, feature engineering, model training and selection, and parameter optimization.
