The contract authorizes Computer Sciences Corporation (CSC), the incumbent contractor under task order W91QUZ-06-D-0018, NS01, to procure a NetApp SAN appliance and associated hardware on a brand name sole source basis. This acquisition supports a modification to the accredited DIEST platform and is essential for accommodating fiber optic storage area network switches at customer-hosted locations to facilitate system transitions to the NEDC. The NetApp system is critical because it supports data transfers and maintains data integrity when powered off. The requirement specifically mandates the NetApp brand due to its existing Authorization to Operate (ATO) status, fitness for the application, and compatibility with the current infrastructure. Use of any other product would require costly and time-consuming re-testing, certification, re-integration, and staff retraining, which would severely impact the project schedule related to the Saufley Systems transition. This modification is issued under an Indefinite-Delivery contract in accordance with FAR Part 16.5 and the applicable NAICS code 517110, with a size standard of 1,500 employees. The contract’s estimated value is $133,827.55, awarded on September 16, 2013, and set to end on April 13, 2015. The contracting officer is Mary OHara, with Misty Ketron serving as the contract specialist and point of contact. The work is overseen by SPAWAR HQS with technical oversight by John Mitchell. The notice explicitly serves informational purposes and does not constitute a request for quote; the government retains discretion over competition decisions. The prime contractor, Computer Sciences Corporation, is based in Falls Church, Virginia.

Full Description

The Space and Naval Warfare Command Headquarters intends to authorize Computer Sciences Corporation (CSC), as an incumbent contractor for task order W91QUZ-06-D-0018, NS01 - to acquire NetApp SAN appliance and associated hardware on a brand name / sole source basis. The authorization to acquire this hardware on behalf of the Government is in support of a modification to the accredited DIEST platform and incidental to the services already being performed by CSC. This procurement is required in order to accommodate the use of fiber optic storage area network switches at customer hosted locations to transition systems to the NEDC. The NetApp system will support data spree data transfers as well as provide data at rest, when the system is powered off. The brand name specification of NetApp is required and no other substitutes will suffice. NetApp is currently supported with an Authorization to Operate (ATO) and was selected based on fitness for the application and/or compatibility with the current infrastructure. The use of a non NetApp product would invalidate all integration and testing results for the current infrastructure and require retesting, certification and re-integration in order to ensure that new vulnerabilities are not being introduced. Additionally, use of other products would carry a substantial cost and time delay to re-train the staff on their use and would incur significant costs in making the transition to new, untested products. Such delays would cause a negative impact in meeting the schedule for transition of the Saufley Systems. This notice of intent is for informational purposes only and is not a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. Questions by phone or fax will not be considered. This is a modification to an order against an Indefinite-Delivery contract and FAR Part 16.5 applies. The applicable NAICS Code is 517110 and the size standard is 1,500 employees.
