The Department of Veteran Affairs is issuing this sources sought notice for the purpose of determining market capability of sources or obtaining information to identify capable vendors that have an interest in providing DirecTV service via a firm-fixed price contract. It does not constitute a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed herein. Any formal solicitation that may subsequently be issued will be announced separately through SAM.Gov. Information on the specific topic of interest is provided in the attached Statement of Work (SOW). The Department of Veterans Affairs nor any other part of the federal government will be responsible for any cost incurred by responders in furnishing this information. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 515210. See the attached Statement of Work associated with this procurement. The primary place of performance is VA Medical Center TOGUS, 1 VA Center, Augusta, Maine,04330. If your organization has the potential capacity to perform these services, please provide the following information: (1) Organization name, address, point of contact, email address, Web site address, and telephone number. (2) Business size: small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc. (3) Business type under North American Industry Classification System (NAICS) 515210, which contains a size standard of $41.5 Million, CAGE Code and DUNS Number. (4) Tailored capability statements addressing the requirements in the Statement of Work, including documentation supporting claims of organizational and staff capability. (5) Any additional information that the Government could provide in a potential solicitation to facilitate accurate proposal responses. This Statement of Work requires the vendor to continue to provide existing TV programming services, to maintain the satellite system infrastructure and programming services, and add additional programming services to new TVs and associated infrastructure upgrades as needed. The vendor shall provide DirecTV program services (with basic channels) using the existing infrastructure if it is capable of handling the new services and meets minimum signal level threshold and voltage requirements. Although the vendor shall use the existing system, it may involve additional cable runs and additional equipment installation to upgrade or modify the system. The vendor shall maintain the system infrastructure which includes, but not limited to: repair or replace equipment, replace cabling as needed, properly adjust equipment etc. to ensure that minimum signal level threshold and voltage requirements are maintained to provide continuity of quality services. The minimum availability of the TV signal shall be greater than 99.7% without a degraded signal. This means that on an average the signal may be impaired for a maximum of 26.3 hours per year. The vendor will provide all parts (equipment, cable etc.) to complete repair and maintain the system. Response time: It is imperative that the vendor will provide best products and prompt responses to any customer problems. The vendor shall respond to the Contracting Officer s Representative within 24 hours of notification of a service problem. DirecTV or a licensed vendor will provide television service for 250 televisions on campus.
