Debris Removal - Log Boom and Catchment Area, Franklin Falls Dam, Franklin, NH

The U.S. Army Corps of Engineers - New England District is seeking qualified small business contractors to perform debris removal from the log boom and catchment area at Franklin Falls Dam along the Pemigewasset River in Franklin, New Hampshire. The scope of work requires the contractor to provide all transportation, equipment, labor, and job planning necessary to remove debris and dispose of it off U.S. Government property in full compliance with Federal, State, and local regulations. Chipping of debris in place is prohibited unless all resulting chips are transported offsite for proper disposal. Work must adhere to the Performance Work Statement and is subject to strict safety, environmental, and security requirements including compliance with EM 385-1-1, Accident Prevention Plans, Activity Hazard Analyses, and Force Protection Conditions. All personnel must be fully qualified, communicate effectively with project staff, and follow CFR Title 36 and other applicable laws. The contractor is responsible for obtaining all necessary permits and licenses at no cost to the Government and must maintain good housekeeping practices throughout the project. This solicitation is a total small business set-aside under NAICS code 562119 with a size standard of $47 million, and only vendors with an active SAM.gov registration at the time of submission will be considered. Proposals must include the Unique Entity Identifier, CAGE code, and signed amendments if applicable, and must be submitted electronically via email to Alicia LaCrosse by June 1, 2026, at 2:00 PM Eastern. The contract will be awarded on a firm fixed price basis with a 120-day performance period beginning at award, weather dependent. Work is restricted to weekdays between 7:00 AM and 4:00 PM, excluding weekends and government holidays. Pre-work milestones include a conference within 14 days of award and submission of all required submittals within 21 days, with no field work permitted until all submittals are approved. Invoicing must be processed through WAWF, submitted as a single invoice with detailed line items including labor hours, quantities, and total amounts, and must use SAM-registered company letterhead. The Government maintains the right to inspect work and equipment at any time and may make payment deductions for deficiencies not corrected within original time frames. Site visits are scheduled for May 26 and 27, 2026, with the understanding that contractors assume all risks related to site conditions.
