Solicitation # 191BWC26R0009
Solicitation 191BWC26R0009, issued by the International Boundary and Water Commission, seeks a contractor to provide Firm Fixed Price Operations and Maintenance (O&M) services for the South Bay International Wastewater Treatment Plant (SBIWTP) in San Ysidro, California. The contract is structured with a base year running from June 1, 2027, to May 31, 2028, and multiple option years extending through May 2031. A primary objective of the scope is managing plant operations, SCADA systems, and maintenance during the facility's expansion from 25 MGD to 50 MGD. Key requirements include the designation of a Project Manager, Superintendent, Site Safety and Health Officer, SCADA Specialist, and Asset Manager. The contractor is responsible for a wide array of deliverables, including a Phase-In Plan, Preventative Maintenance Plan, and monthly performance reports. Security is a high priority, requiring background investigations for personnel and adherence to NIST standards for protecting Controlled Unclassified Information. AI Contract Overview

The contract addresses urgent repair needs at the South Bay International Wastewater Treatment Plant caused by Tropical Storm Hilary, which significantly worsened pre-existing vulnerabilities through high flows and debris accumulation. These conditions led to mechanical failures in key pumping equipment, including the Waste Activated Sludge (WAS) Pumps, Activated Sludge Tanks (AST) Intermediate Mixed Liquor Pumps, and non-potable water pumps. A letter contract issued on September 30, 2023, initially authorized up to $1.5 million for parts procurement and rehabilitation of non-potable water motors and pumps, with the total award amount ultimately increasing to nearly $4 million after modifications. The contract follows Federal Acquisition Regulation protocols and includes a Sole Source Justification based on the specialized knowledge and operational experience of Veolia, the facility’s maintenance contractor, essential for expediting repairs. To control costs and ensure competitive pricing, the contract requires obtaining three quotes for parts purchases and soliciting repair proposals from multiple contractors, emphasizing subcontracting opportunities for Small Businesses. The contract falls under NAICS code 221320 and is managed by the International Boundary and Water Commission, U.S.-Mexico, with performance centered in San Diego, California. The effort aims to restore critical wastewater treatment capabilities swiftly and cost-effectively following storm-induced damages, leveraging established contractor expertise and stringent acquisition controls.

Full Description

Before Hurricane Hillary, SBIWTP needed rehabilitation and expansion due to excessive flows coming from Mexico. The Tijuana River and Ocean by San Diego contain unsafe amounts sewage forcing the Beaches to close. The Hurricane further damaged the plant. Without these repairs the Plant highly likely to fail if subjected to another storm before these repairs can be made and result in an even larger discharge of raw sewage. Replace Waste Activated Sludge (WAS) Pumps, Activated Sludge Tanks (AST) Intermediate Mixed Liquor Pumps, and non-potable water pumps at SBIWTP. WAS pump failure would lead to partially treated sewage not meeting permit standards discharged through ocean outfall, leading to permit violations. AST and non-potable water pump failures would lead to effluent quality not meeting permit standards being discharged through ocean outfall, leading to permit violations. Tropical Storm Hilary exacerbated the vulnerabilities of an already at-risk treatment plant, accelerating damage primarily through excessive flows and an influx of debris. Trash, sediment, and debris were carried by the excessive flows into pumps throughout the plant. This entanglement of trash in impellers and check valves caused pump failures.
