Synopsis for Solicitation number N0018926QL190


(Fabrication & Design Services)


The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to award a firm fixed-price contract for design and fabrication services in support of Carrier Strike Group Four. Vendor shall include all associated pricing inside of their quote. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart  12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. The requirement covers the procurement and delivery services. This action is a small business set aside in accordance with FAR Subpart 19.5- Small Business Total Set Asides.



The requirement is being solicited on 15 June 2026- 17 June 2026.  The services required are Vendor (Custom Panel) to provide engineering and technical services to survey the existing engine automation and monitoring system conforming to ABS Steel Vessel Rules Part 4 Chapter 9 and shall include F size NAVSEA system drawings in ACAD necessary to achieve ABS certification and maintain Automatic Centralized Control Unmanned notation. This includes drawings and guidance to prepare for the EOS installation and design drawings for ABS approval.


The required delivery date is by 7/30/26.  


The services being procured must meet or exceed the minimum specifications outlined.


Any potential contractor capable of demonstrating that it is qualified to perform the work to the required standards and that wishes to make a competitive quote for the contract should submit a capability statement in beta.SAM.gov.  Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States.  Lack of registration in the SAM database will make a vendor ineligible for award.
