AI Contract Overview
The Naval Air Systems Command (NAVAIR) intends to award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to KBR Wyle Services, LLC to provide systems engineering and testing for the Weaponeering and Stores Planning (WASP) program. The contract will have a base year with four option years, anticipated to start in the first quarter of Fiscal Year 2027, supporting ongoing development, test, and configuration management efforts for WASP, a critical mission planning system for F/A-18 and EA-18G Naval Aviation platforms. KBR Wyle Services is uniquely qualified due to its prior work developing, designing, and executing systems engineering services for WASP, including defining technical content aligned with NATIP/NATOPS manuals, managing configuration control, automating test execution, and maintaining secure lab environments under stringent cybersecurity certifications such as DoD CMMC and FIPS. This sole-source approach is justified by the specialized expertise required and the unacceptable delays that would result from transitioning this effort to any other provider. Work performance will take place primarily in St. James, Maryland, with contract administration by NAVAIR at Patuxent River. The contract includes managing classified and unclassified lab infrastructure, supporting RMF/eMASS Authority to Operate (ATO) processes, and adhering to cybersecurity mandates. The Government retains full ownership and unlimited rights to all work products, demanding strict control of proprietary information and export-controlled data. Responses to this market research notice require detailed capability statements demonstrating experience with classified environments, configuration management tools, cybersecurity compliance, and relevant aviation software engineering, formatted within a 15-page limit. While no formal solicitation or pricing data is provided yet, submission of Rough Order of Magnitude (ROM) estimates and socio-economic status disclosures is expected. Overall, the acquisition is tailored to ensure continuity, rapid development aligned with NATIP cycles, and high assurance for the safety-of-flight critical WASP system, reflecting a comprehensive strategy to sustain this vital Naval Aviation capability with a single, highly specialized contractor.
