The General Services Administration’s Public Buildings Service is soliciting Design-Build services to modernize the emergency voice fire alarm system at the IRS Headquarters Building at 1111 Constitution Avenue NW, Washington, DC, a historic seven-story federal structure encompassing over 1.4 million gross square feet and housing approximately 2,600 employees. The existing Edwards Signal EST 3 system, which has reached end-of-life, will be fully replaced with a new digital/addressable network voice evacuation system, a bi-directional amplifier two-way radio communications enhancement system, and a two-way communication system, all designed to meet current National Fire Alarm Code and GSA requirements. The contract is structured as a Firm-Fixed Price arrangement with an estimated value between $20 million and $25 million and a total performance period of 815 calendar days from Notice to Proceed to project closeout, with all work required to be conducted during non-operating hours to ensure continuous operation of the existing alarm system and minimize disruption to federal employees. Contractors must maintain an active registration in the System for Award Management (SAM.gov), adhere to the HSPD-12 Directive Clearance Process for personnel access to federal facilities as required by FAR 52.204-9, and comply with NAICS code 236220, which has a small business size standard of $45 million in annual revenue. The solicitation, numbered 47PB5126R0029, was issued on July 14, 2026, with proposals due by August 20, 2026. A virtual pre-proposal conference and mandatory in-person site visit are scheduled for July 21, 2026, with registration required by July 17. Proposals must be submitted electronically through SAM.gov, and no paper submissions or telephone inquiries will be accepted. Contract administration is managed by the GSA Acquisition Management Division in New York, with Douglas Tumbrello serving as the primary contracting officer. Award will be made based on best value considerations under competitive source selection procedures, though specific evaluation factors and weighting are not detailed in available documentation.

Coburn Gore LPOE Art in Architecture Project
Solicitation # 0332CG-AIA
The U.S. General Services Administration is seeking qualified American artists—citizens or Lawful Permanent Residents—to create a permanently installed public artwork for the new Coburn Gore Land Port of Entry in Maine, as part of its Art in Architecture Program. This commission, funded at an estimated $275,000 to $400,000, represents 0.5% of the facility’s construction cost and will support a critical infrastructure project aimed at enhancing border security, improving operational efficiency for Customs and Border Protection, and strengthening cross-border trade coordination with Saint-Augustin-de-Woburn, Quebec. The selected artist will be expected to collaborate closely with the lead architect, conduct site visits, develop and refine conceptual designs, oversee fabrication, ensure proper installation, provide detailed maintenance plans, and participate in conservation reviews. In alignment with Executive Order 13934, preference will be given to artworks that reflect historically significant Americans, pivotal national events, or foundational American ideals. Only small businesses are eligible for this set-aside contract, and inquiries must be directed to Molly Lewis at GSA with the solicitation number 0332CG-AIA included in the subject line.
