AI Contract Overview
The U.S. General Services Administration’s Public Buildings Service is seeking a qualified contractor to deliver comprehensive Design-Build services for the modernization of the fire alarm system at the IRS Headquarters building located at 1111 Constitution Avenue NW in Washington, D.C. This seven-story, 1.4 million square foot federal facility houses approximately 2,600 employees and currently operates with an outdated emergency voice fire alarm system that must be upgraded to meet current GSA standards. The project requires the full design and installation of a new digital/addressable network voice evacuation system, a bi-directional amplifier two-way radio communications enhancement system, and an integrated two-way communication system. All necessary components—including wiring, raceways, control equipment, initiating devices, notification appliances, and associated accessories—must be provided and installed to ensure full system functionality. The contractor will also be responsible for monitoring the building’s existing remote fire alarm control panels for elevators and computer rooms without replacing any connected devices, and will oversee the eventual demolition, recycling, or disposal of the old system. The work must be executed strictly during non-operating hours within an occupied federal building, with the existing fire alarm system remaining fully operational throughout the entire construction period. The contract will be awarded on a Firm-Fixed Price basis with an estimated construction value ranging from $20 million to $25 million, and the total Period of Performance is set at 815 calendar days from the Notice to Proceed through project closeout. The solicitation will be issued in July 2026, with proposals due no fewer than 30 days after release, and the selection will follow full and open competition under FAR Subpart 6.101 and source selection procedures under FAR Subpart 15.2 to achieve the best value for the government. All offerors must maintain an active registration in SAM.gov at the time of submission and comply with HSPD-12 requirements under FAR 52.204-9 for personnel identity verification to access federal space. The NAICS code is 236220 with a $45 million size standard, and all communications and documentation will be managed through sam.gov; no paper submissions or phone inquiries will be accepted. The contracting office is located in New York, NY, with Douglas Tumbrello serving as the primary point of contact.
