The contract is structured as a Firm-Fixed Price arrangement with an estimated value between $20 million and $25 million and a total performance period of 815 calendar days from Notice to Proceed to project closeout, with all work required to be conducted during non-operating hours to ensure continuous operation of the existing alarm system and minimize disruption to federal employees. Contractors must maintain an active registration in the System for Award Management (SAM.gov), adhere to the HSPD-12 Directive Clearance Process for personnel access to federal facilities as required by FAR 52.204-9, and comply with NAICS code 236220, which has a small business size standard of $45 million in annual revenue. A virtual pre-proposal conference and mandatory in-person site visit are scheduled for July 21, 2026, with registration required by July 17. Proposals must be submitted electronically through SAM.gov, and no paper submissions or telephone inquiries will be accepted. Contract administration is managed by the GSA Acquisition Management Division in New York, with Douglas Tumbrello serving as the primary contracting officer. Award will be made based on best value considerations under competitive source selection procedures, though specific evaluation factors and weighting are not detailed in available documentation.
