Materials must be received, stored, and handled per manufacturer instructions, in original packaging, and protected from moisture and damage. All work must conform to Ephraim City standards and manufacturer tolerances, with accepted mock-ups serving as the quality benchmark. The contractor must provide a detailed schedule of values, a comprehensive CPM schedule covering the first 90 days and the entire project timeline, and must ensure all work is completed before the start of the fall semester to avoid academic disruption. Payment terms require submission of a DFCM-approved schedule of values before any payment, with undisputed amounts paid within 28 days of application, and interest accruing on late payments per Utah Code § 15-6-3. Performance and payment bonds are mandated, along with contractor liability and builder’s risk insurance. The contractor is responsible for all permits, safety compliance, non-discrimination policies, hazardous material handling, and must deliver complete as-built drawings, warranties, operation and maintenance manuals, and certificate of occupancy approvals to achieve substantial completion.
