The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Strategic Acquisition Center – Frederick (SAC-F), is conducting market research in accordance with FAR Part 10 to identify capable sources and obtain industry feedback regarding the expansion of the VA Digital Pathology Program.


The Government is seeking information from qualified vendors capable of providing a comprehensive, FDA 510(k)-cleared Digital Pathology solution to support approximately twelve (12) VA Medical Centers, with the potential for future enterprise expansion. The anticipated requirement includes, but is not limited to, digital pathology scanners, image management software, enterprise image storage, remote viewing capabilities, integration with Oracle Health, VistA Imaging, and Laboratory Information Systems (LIS), cybersecurity compliance, installation, configuration, training, warranty, maintenance, and technical support.


This notice is issued solely for market research purposes and does not constitute a solicitation or a commitment by the Government to award a contract. The Government is seeking industry feedback to refine the Draft Performance Work Statement (PWS), identify commercial best practices, evaluate commercial capabilities, determine the appropriate acquisition strategy and contract vehicle (e.g., Blanket Purchase Agreement (BPA), Single-Award IDIQ, Multiple-Award IDIQ, or other), and assess small business participation.


Interested parties are encouraged to review the attached Draft Performance Work Statement (PWS), deployment attachment, and Request for Information (RFI) questionnaire and submit responses in accordance with the instructions provided in the RFI.


Questions regarding this notice shall be submitted no later than 4:00 PM Eastern Time (ET) on July 13, 2026. Responses are due no later than 4:00 PM ET on July 17, 2026.
