ITB 2026.05 Directional Boring Services.
The City of Milton, Florida (“City”) issues this Invitation to Bid (“ITB”) pursuant to Chapter 166, Fla. Stat., including §166.021, Fla. Stat., Chapter 255, Fla. Stat., and the City of Milton Purchasing Policy 9.0, as may be amended.
The City invites sealed bids from qualified and licensed contractors to provide Directional Boring Services (Horizontal Directional Drilling (HDD))on an as-needed, Purchase Order basis.
Bids will be received at City Hall, 6738 Dixon Street, Milton, Florida, until the stated deadline. Bids received after that time will not be accepted. The Work constitutes public construction-related services involving underground installation, subject to the bidding thresholds of §255.20, F.S., and the payment and performance bond requirements of §255.05, F.S.
Bidders shall hold all licenses required under Chapter 489, F.S., in the appropriate classification at the time of bid submission and shall maintain such licensure throughout the term of the Contract.
Award, if made, shall be made to the lowest responsive and responsible Bidder in accordance with applicable Florida law and the City’s Purchasing Policy.
The City reserves the right to reject any or all bids, to waive minor irregularities, and to accept the bid determined to be in the best interest of the City.
Purpose and Service Area The Contractor shall provide horizontal directional boring ("HDD") services for the installation, extension, maintenance, and repair of City-owned underground utility infrastructure, including water, sewer, and natural gas systems, on an as-needed, Work-Order basis within the City of Milton and, as authorized, within Santa Rosa County.
All Work shall be performed in accordance with this Exhibit A, the applicable Work Order, the Contract, and all applicable federal, state, and local laws, regulations, and codes.
