Introduction
This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The tentative North American Industry Classification System (NAICS) for this requirement is 541512, Computer Systems Design Services, with a size standard of $34 million. 2. Submittal Information:

The software must model multiple financial types—budget, obligations, expenditures, and expenses—and support complex, recursive, and sequential cost allocations using both financial and operational data such as server IDs, ticket counts, and FTE ratios. It must generate detailed reporting across business units, cost pools, towers, and allocation layers, distinguishing between fixed, variable, OpEx, and CapEx costs, while enabling configurability of data relationships and model health metrics without requiring custom development. The solution must be a standalone product with no dependencies on third-party systems, have achieved FedRAMP Authorization, and provide full backend and frontend access control with configurable user personas and report-level permissions. Vendor support is required to include ongoing mentoring, weekly office hours, 24/7 enhanced technical assistance, training via live or archived web sessions, and regular product updates and health assessments. The VA is not seeking proposals or quotes at this time and will not compensate respondents for submission costs; all information provided becomes government property. Responses must include a capability statement limited to ten pages, a Rough Order of Magnitude estimate, and detailed answers to specific questions regarding technical feasibility, requirements clarity, and company qualifications. Submission is due by July 23, 2026, and participation does not guarantee future acquisition activity.
