AI Contract Overview
The contract extends sole-source services to Peraton Enterprise Solutions LLC for the maintenance and modernization of the Department of Defense’s Entitlements and Benefits systems, which support critical programs including medical, dental, life insurance, education, commissary, and Morale, Welfare and Recreation benefits tied to the Defense Enrollment Eligibility Reporting System. Operating under the DMDC ITPS Blanket Purchase Agreement (47QFMA21F0023) and funded at $130,978,150.04, the effort ensures uninterrupted system operations through a six-month extension from June 11 to December 10, 2026, structured in three phases to bridge the transition to the upcoming BASIS order. The contractor is responsible for full lifecycle IT services—development, sustainment, modernization, and quality assurance—for approximately 200 applications, with performance centered at the Defense Manpower Data Center in Seaside, California. Success is predicated on retaining the incumbent’s cleared workforce and deep institutional knowledge, as no other entity possesses the requisite access, expertise, or readiness to avoid mission disruption, making competition infeasible under current timelines. The contract is governed under a Firm-Fixed-Price with Labor Hours structure, with labor rates required to comply with existing ITPS BPA standards, and places full accountability for service quality and system integrity on the contractor while oversight remains with the General Services Administration’s Assisted Acquisition Services unit located in Washington, DC. No formal FAR clauses, inspection criteria, or detailed evaluation factors are prescribed beyond the necessity of maintaining system functionality and enabling a seamless handoff to the follow-on contract. Security clearances, uninterrupted system access, and operational continuity are non-negotiable requirements, and the extension explicitly anticipates a warm transition to the new BASIS program without service gaps. Despite the absence of specific invoicing methods, account codes, packaging details, or socioeconomic certifications, the justification firmly centers on preserving national defense capability by leveraging the unique, irreplaceable legacy system knowledge of the incumbent contractor.
