The fiscal year 2026 Toxic Exposures Research Program (TERP) Investigator-Initiated Research Award (IIRA), solicitation number HT942526TERPIIRA, is a grant opportunity issued by the Defense Health Agency to support research on diseases and conditions associated with military-related toxic exposures. The program focuses on three primary goals: predicting and preventing adverse effects, improving diagnostics, and developing new treatments. Eligible research areas include neurotoxin exposure, Gulf War Illness, airborne hazards, burn pits, and other service-related exposures such as pesticides and groundwater contamination. The funding is intended for all research phases, from basic laboratory work to translational research, including preclinical animal models and human subjects. The program provides approximately 2.4 million dollars to fund about three awards, with a maximum cost cap of 800,000 dollars per award over a three-year period of performance. The application process is a two-step sequence requiring a pre-application by August 19, 2026, followed by a full application due November 19, 2026. Selection is based on a two-tier review process: a peer review focusing on technical merit—specifically research strategy, feasibility, and military relevance—and a programmatic review to ensure alignment with FY26 TERP priorities. Applicants must maintain active registrations in SAM.gov, eBRAP.org, and Grants.gov. Final awards are subject to a designated official's approval and a review of the applicant's integrity and performance record.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

REQUEST FOR INFORMATION – PACIFIC GREENFIELD INITIATIVE (ADVANCED MANUFACTURING AND INDUSTRIAL RESILIENCE OPPORTUNITY ON OAHU, HI)
Solicitation # RFI-PGI-20260929
The Department of the Navy is issuing Request for Information RFI-PGI-20260929 to gather industry feedback for the Pacific Greenfield initiative. This effort aims to establish advanced manufacturing and industrial resilience capabilities on existing non-excess Navy property on Oahu, Hawaii. The primary goal is to reduce reliance on long-lead continental United States supply chains by enabling theater-scale production of critical components, including metals, composites, electronics, and large-format printing, with a target capacity of hundreds to thousands of units. The Navy is seeking information on industrial-scale facility concepts, modern manufacturing footprints, and the integration of robust utility infrastructure, such as microgrids and circular resource-recovery systems, while emphasizing the development of the local Hawaii workforce through training pipelines. This RFI is strictly for market research and planning purposes and does not constitute a solicitation or a commitment to award a contract. The Navy is exploring various acquisition and partnership models, including Enhanced Use Leases, Other Transaction Agreements, and joint ventures, to leverage private investment and reduce federal capital requirements. Interested parties, including specialized small businesses, are invited to submit high-level concepts addressing site requirements, financing approaches, and development timelines. Responses are limited to 20 pages and must be submitted by 17:00 HST on November 10, 2026. Potential respondents are cautioned regarding possible organizational conflicts of interest related to the project's advisory and real-estate requirements.
