Solicitation # PMR 25-001
CEMEX Construction Materials Pacific, LLC has requested an Interim Management Plan for the CEMEX Lemon Cove Surface Mining Site, identified as Surface Mining Permit No. PMR 25-001. The project covers a 230-acre site located in Woodlake, California, within the AE-20 Exclusive Agricultural Zone of Tulare County. This action is classified as a ministerial process under Public Resources Code Section 2770(h) and is consistent with State Mining and Geology Board guidance. The project is overseen by the County of Tulare Resource Management Agency, with key administration handled by RMA Director Reed Schenke and Project Planner Jose Saenz. The scope is strictly limited to the ongoing maintenance and stabilization of the existing operation and does not authorize any new construction, site expansion, or changes in land use. The site is specifically located northwest of State Highway 198 and south of State Highway 216, encompassing multiple assessed parcels within Section 4, Township 185, Range 27E. Because the plan involves no new construction or land use changes, it has been issued a Notice of Exemption regarding significant environmental effects.
