AI Contract Overview
This solicitation, FA466126Q0007, seeks custodial services at Dyess Air Force Base, Texas, under an 8(a) competed set-aside for NAICS code 561720, requiring the contractor to provide all labor, materials, equipment, and management necessary to maintain a clean, neat, and professional appearance across all assigned facilities. The base performance period begins November 1, 2026, and extends for 12 months, with four optional 12-month periods and one optional six-month period following, potentially extending the contract through April 30, 2032. The contract requires adherence to the Air Force Custodial Common Levels of Service Standards, detailed in appendices covering square footage, cleaning frequencies, floor plans, required reports, and mandatory regulations, with specific protocols for high-use or sensitive facilities such as the Child Development Center, Youth Center, and Fitness Center, including compliance with background checks and immunization requirements. All work must conform to the Performance Work Statement and meet minimum thresholds for service delivery, with a 30-day phase-in period allowing for two additional errors per task before penalties apply. Offerors must submit proposals in three volumes—Technical, Price, and Past Performance—each adhering to strict page limits and formatting rules, with pricing submitted exclusively via Attachment 5: Bid Schedule in US dollars rounded to the nearest dollar. The technical proposal must include a staffing matrix, cleaning frequency schedule, and quality control plan, which could be incorporated directly into the contract. Price evaluations assess reasonableness, balance, and realism, and unbalanced option pricing may render an offer unacceptable. The evaluation emphasizes technical and management approach, demonstrated experience, and price, with awards made to the offeror providing best value, not necessarily the lowest price. Contract administration mandates electronic invoicing through Wide Area WorkFlow, a contract manager available on-site within one hour of request, and compliance with extensive security, safety, and personnel requirements including base access controls, prohibition of weapons on installation, reporting of security threats, and adherence to DoD security and information handling policies. The contractor must comply with subcontracting limitations under FAR 52.219-14, provide all required certifications through SAM, and ensure all employees meet DoD security standards, including antiterrorism training and safeguarding covered defense information. Funds are not yet available, and the government retains the right to cancel without obligation to reimbursed costs.
