The Bureau of Reclamation is soliciting quotes for the replacement of two roof-mounted HVAC systems with new ground-mounted electric dual heat and air-conditioning units at the Planet Ranch Conservation Area near Parker, Arizona. The project involves two single-story bunk houses, approximately 3,000 and 2,400 square feet respectively. The scope of work includes site inspections, Manual J load calculations, design and construction planning, the installation of concrete pads, and the installation of new units, air handlers, insulated metal ductwork, and thermostats. The contractor is responsible for the legal disposal of all removed materials and must ensure all electrical work meets NEC 2026 standards. The estimated magnitude of the project is between $100,000 and $200,000, with a performance period of 90 days from the notice to proceed, and a final completion deadline of January 31, 2027. This requirement is a 100% small business set-aside under NAICS code 238220. The government intends to award one firm-fixed price purchase order based on a best-value determination considering technical approach, experience, past performance, and price. Due to the remote location and primitive road access, contractors must plan accordingly for transportation, though the government will provide a telehandler for removing existing roof units and offer the option for personnel to stay in the bunk houses. Compliance with the Davis-Bacon Act, OSHA, and Reclamation Safety and Health Standards is mandatory. Awardees must be active in the System for Award Management and provide a certificate of liability insurance within 10 days of award. Payments will be processed electronically through the Invoice Processing Platform.
