This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.2, using Simplified Acquisition Procedures (SAP) found at FAR Part 12, as supplemented with the additional information included in this notice.  This announcement constitutes the only solicitation; a written solicitation will not be issued.  PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.  This combined synopsis/solicitation SHALL be made available on the following websites:

The reference number is N0018926QL131.  The proposed contract action is for commercial services, in accordance with the Performance Work Statement (PWS).  The North American Industry Classification System (NAICS) code is 541519 and the Small Business Standard is $34.0M.  This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-05 and DFARS Change Notice 2025025.  It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.  The clauses may be accessed in full text at the following websites:

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Fleet Directorate intends to solicit – on behalf of the Naval Oceanographic Office (NAVOCEANO) – EBSCO Information Services, LLC (CAGE:  913W2) on a sole source basis in accordance with FAR 12.102(a).  The instant requirement is to provide EBSCO subscription database service and Engineering Core eBook Subscription to support NAVOCEANO. The resultant purchase order will be issued on a firm-fixed-price (FFP) basis and contain one (1) 12-month coverage period.

The sole source justification is as follows:


The required EBSCO database package is proprietary to EBSCO Information Services, LLC., and is not authorized to be sold by any authorized EBSCO resellers. EBSCO Information Services, LLC. Informed the contracting office that the required database package must be procured directly through EBSCO Information Services, LLC. as a sole-source acquisition, as they do not authorize their resellers to provide them.
