NOTICE OF INTENT TO SOLE SOURCE


This notice is for informational purposes only. The Virginia Air National Guard (VaANG) intends to award a firm-fixed-price, sole-source contract to EAB Global, Inc. for educational lead generation and digital recruitment marketing services.


The authority for this action is 41 U.S.C. 1901 as implemented by FAR 12.102(b), which permits contracting officers to restrict competition to a single source when only one source is reasonably available. Market research has indicated that EAB is the only vendor capable of meeting the full requirements of the Performance Work Statement (PWS) for the following reasons:


  1. Exclusive In-School Access: The requirement mandates the use of interactive digital advertising billboards in Bayside High School and Kempsville High School. EAB is the only company with its proprietary "NextGrad" digital billboard system currently installed and operational in both of these specific schools. Furthermore, EAB is the only vendor with existing, exclusive agreements and authorizations from school administration to own and operate this equipment on school grounds.

  2. Proprietary Lead Generation: The PWS also requires access to a robust student lead generation database. EAB’s "Appily Serve" platform is a proprietary service, fully owned by EAB and unavailable through any other vendor, that directly connects the VaANG with its target demographic.


Due to these unique and exclusive capabilities, EAB is the only source that can meet the Government's requirement without a cost-prohibitive and time-consuming effort to establish new vendor relationships and infrastructure within the school system.


Please note that this is not a request for competitive quotes. However, all interested parties who believe they can meet the full requirements are invited to submit, in writing, information describing their capability. Specifically, respondents must provide documentation demonstrating they have existing authorization and interactive digital billboards currently installed and operational in both Bayside High School and Kempsville High School located in Virginia Beach, VA.


A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
