The State of Idaho, through the Idaho Department of Administration Office of Group Insurance, is seeking a one-time exemption from competitive procurement for the purchase of actuarial services from Milliman, Inc. This request, filed under solicitation number 462, is based on the specialized nature of the required services and Milliman's nearly 20 years of historical experience with the state. The agency asserts that bypassing the standard competitive process is necessary because switching providers would be impractical, disadvantageous, and likely lead to increased costs and operational disruptions. The Division of Purchasing is offering a transparency period where suppliers may submit information to support or contradict the claim that competition is impractical before a final discretionary decision is made by the DOP Administrator. Interested parties were invited to submit their responses via IPRO or email by the deadline of April 9, 2024. This procurement action falls under NAICS code 524298 and is governed by IDAPA 38.05.01.042.10, which allows for exemptions when bidding is deemed unreasonable or disadvantageous to the state.
