Solicitation 12-3J14-Notice-26-020, effective September 2026, updates Supplement 303 to include revised verbiage for domestic origin of meat components, spinal cord removal requirements, and the allowance of two 2.5 lb saddle packs to satisfy the 5 lb pack requirement for sliced ham. All products must be derived from fresh chilled pork and produced in accordance with Food Safety and Inspection Service regulations, with a processing timeline not exceeding 60 days prior to shipment. Contractors must adhere to strict packaging and labeling standards, utilizing high oxygen and high moisture barrier casings for bulk hams and vacuum-sealed bags or thermoformed packaging for sliced and diced varieties. AI Contract Overview

The Idaho Military Division is seeking a one-time exemption from competitive procurement to purchase food for the Idaho Youth Challenge Academy from Good Source for State Fiscal Year 2025. This non-competitive direct award, valued at 35,000 dollars, is requested under IDAPA 38.05.01.042.10 on the grounds that competition is impractical, unreasonable, or disadvantageous. The justification for this exemption is based on a lack of interested bidders in previous competitive solicitations and the need to meet highly specific packaging and product requirements necessary for federal meal reimbursement eligibility. The procurement process is managed by the Idaho Division of Purchasing, with a response deadline of June 27, 2024, for suppliers to provide information that may support or contradict the exemption claim. Performance will take place within the State of Idaho, specifically serving the Idaho Youth Challenge Academy. The award is discretionary and based on the Administrator's decision regarding the impracticality of competition rather than a standard evaluation of proposals or a lowest-price technically acceptable analysis.
