The Idaho Department of Health and Welfare is seeking a one-time exemption from competitive procurement to obtain annual support, maintenance, and licensing for CoreLogic Solutions RealQuest software. This specialized real property software is critical for the Medicaid Estate Recovery Program to research property ownership and transaction data, ensuring the state remains in compliance with federal law under 42 U.S.C. §1396p(b). The procurement is being conducted under state regulations IDAPA 38.05.01.042.10 and IDAPA 38.05.01.042.05.vi, as the agency has determined that competition would be impractical or unreasonable due to the unique functionality of the software and its essential role in identifying recoverable assets. The total cost for the subscription coverage period from June 22, 2024, to June 21, 2025, is $8,436.84, which represents a 3% increase over previous pricing. The scope of work includes continuous software access, technical support, and periodic upgrades. While the Division of Purchasing is offering other suppliers the opportunity to provide information that might contradict the claim that competition is impractical, the final decision remains at the discretion of the DOP Administrator. All relevant supplier information must be submitted via the IPRO portal or email by the deadline of June 26, 2024.

The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Real Property software support and maintenance for the CoreLogic Solutions RealQuest software. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing contact@example.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.

The State of Idaho, specifically the Idaho State Police (ISP), is soliciting quotes under RFQ 5728 for specialized biannual cleaning and preventive maintenance of communications consoles, control rooms, and server room areas. Services are to be performed on-site at two locations: RCC South in Meridian and RCC North in Coeur d'Alene. Bidders must submit Submittal Form A for background and certifications, Submittal Form B for pricing, and a reference sheet. Invoicing must be submitted to the Idaho State Police Accounts Payable office via mail or email upon completion of each service, including specific contract and service details. The contractor must maintain worker's compensation insurance and adhere to state-specific certifications regarding ownership and boycotts.
