The Idaho Department of Health and Welfare has requested an exemption from the competitive bidding process to procure software support and maintenance services for Waystar. This exemption, if granted, would enable the department to acquire these services with limited or no competition, at the discretion of the Department of Purchasing (DOP) Administrator. To promote transparency, the department is inviting suppliers to review the exemption request and submit relevant information that could support or challenge the claim that conducting a competitive process would be impractical, unreasonable, or disadvantageous to the state. Suppliers are encouraged to submit their responses via email or through the designated IPRO platform before the specified deadline of October 25, 2024. The contract, titled "EFC - Waystar software support and maintenance," is posted under solicitation number 683, with a posting date of October 22, 2024. The estimated contract value ranges from $500,000 to $2,000,000. The procurement is managed by the State of Idaho’s Department of Administration, and interested suppliers can find additional details and submit their information through the provided online portal or contact the DOP Administrator directly. The process emphasizes the importance of transparency and allows suppliers to influence the decision regarding the exemption, although the final decision remains at the sole discretion of the DOP Administrator.

The contractor is required to provide a detailed service report or checklist after each visit and must ensure all personnel are professionally trained, uniformed, and have passed ISP background questionnaires and fingerprinting. The contract will be awarded to the lowest responsible bidder, with evaluation based primarily on the acquisition price, though the state may also consider discounts, supply location, and past performance.
