El Pueblo is seeking a pre-qualified event production company from the Department of Recreation and Parks’ As-Needed Special Event Planning and Production Services bench to plan, fund, and execute a 2.5-day heritage festival at the El Pueblo de Los Angeles Historical Monument from June 26 to June 28, 2026. The selected proposer must manage all aspects of the event—including venue setup, sound and lighting, first aid, fencing, generators, porta potties, and bike racks—while strictly adhering to City and County health, fire, electrical, and safety codes. The festival must align with Los Angeles’ cultural heritage and enhance visitor experience, operating within a fixed budget cap of $325,000. Performance hours are defined per day: Friday from 12:00 p.m. to 8:00 p.m., Saturday from 10:00 a.m. to 9:30 p.m., and Sunday from 10:30 a.m. to 9:00 p.m., requiring full on-site management throughout the entire period. Proposers must submit a single PDF containing a two-page narrative, a list of five similar past events, a detailed itemized budget, and three business references, with no file size restrictions but strict formatting rules: 12-point font, double-spaced. The evaluation is based on a best-value trade-off approach, prioritizing experience (50 points), followed by business proposal quality (20 points), and references (10 points), for a total of 80 points, ensuring selection is not solely driven by lowest cost. Eligibility is restricted to entities already on the city’s pre-approved vendor bench, with no requirement for federal registrations such as UEI or CAGE codes, size certifications, or socioeconomic status declarations.
