Electronic Safe and Arm Devices Testing

Requirement is being advertised as sole source in accordance with FAR 6.302.1. The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following services: 1) Initial Inspection on 27 ESADs 2) Conduct Acceptance Test Procedures (ATP) on 27 ESADs 3) Gather and Provide Test Data 4) Ship all 27 ESADs Back to China Lake, CA 5) Provide the LAT Fixture Data Package. This requirement is sole sourced to L-3 Fuzing And Ordnance Systems (FOS), Inc., 3975 McMann Rd Cincinnati, OH 45245 as the only vendor able to produce this requirement. L-3 FOS is the OEM and, as such is the only firm with the ability and historical data to test the current lot to the initial testing completed in the past. Any firms believing that they can provide the materials may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the materials without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
