The National Institute of Standards and Technology (NIST) is conducting market research to identify vendors capable of supplying an Optical Spectrum Analyzer that meets specific technical requirements outlined in the attached specifications. This sources sought notice is not a solicitation, request for quotation, or binding commitment to award a contract; it is solely intended to gather information on potential suppliers before determining the appropriate acquisition method. Responses must include the company providing the product, the manufacturer’s name, and the country where the product is manufactured, along with capability statements limited to four pages containing product data sheets, typical lead times, and any additional relevant information. Proprietary information should be clearly marked, and no quotes will be accepted or considered at this stage. The Department of Veterans Affairs, Boise VA Medical Center, plans to procure a Steris Autoclave Unit with AMSCO 600LS Medium Steam Sterilizer on a sole source basis under FAR 6.302-1 due to its unique integrated steam generator, which is not available in competing models. 6640-- QUANTStudio 5 Real Time PCR system
Solicitation # 36C24626Q0805
The Department of Veterans Affairs, through VISN 6 Network Contracting Office 6, is conducting market research under a Sources Sought notice to determine commercial availability and contractor capabilities for the acquisition of two Applied Biosystems QuantStudio 5 Real-Time PCR Systems, along with annual preventative maintenance and quality assurance services, to replace existing 7500 Fast Dx instruments. This is not a solicitation and no binding contract will result from responses; the purpose is solely to assess market capacity, identify qualified sources—including small businesses registered in the SBA’s Dynamic Small Business Search—and inform future procurement decisions. The requirement is strict: only the original Applied Biosystems QuantStudio 5 system will be accepted, with no substitutions or equivalents permitted, due to the need for compatibility with existing validated workflows, reagents, software, and laboratory procedures. The contract includes trade-in of the current instrument, full installation, training, warranty, and compliance with all manufacturer specifications. Responses must detail the company’s SAM registration, SBA small business status, relevant certifications, and a capabilities statement confirming the ability to meet all technical and service requirements, including proper calibration, performance verification using RNase P plates, system diagnostics, computer maintenance, and timely submission of service documentation within one hour of completion. The NAICS code is 334516 with a size standard of 1,000 employees, and responses will inform potential set-asides under 38 U.S.C. 8127 and 8128 for Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses if the rule of two is satisfied. All submissions must be emailed to Krisanne Dernago by August 12, 2026, at 10:00 a.m. EST, and failure to register in SAM or the SBA DSBS database will disqualify consideration. The Government reserves the right to modify the Performance Work Statement and will only issue a formal solicitation if market research indicates sufficient competition and suitability.

6640--NEW - CTX Quant Studio 7 Pro Laboratory Equipment
Solicitation # 36C25726Q0816
The Department of Veterans Affairs is seeking to procure one Applied Biosystems QuantStudio 7 Pro Real-Time PCR System or an equally capable alternative through a firm-fixed-price contract under commercial acquisition procedures. The equipment will be delivered and installed at the Central Texas Veterans Health Care System in Temple, Texas, to support advanced molecular research aimed at understanding biological differences between Veteran and civilian populations, with a focus on personalized medicine. The contract includes a base period for delivery, installation, and on-site training, followed by four optional one-year periods for annual preventive maintenance services, potentially extending the contract to five years total. The requirement is specified on a brand-name-or-equal basis, allowing alternatives that meet or exceed the technical performance criteria outlined in the Statement of Work, provided offerors submit detailed comparative documentation. This acquisition is unrestricted and open to all responsible sources, with no set-aside for small, veteran-owned, or other socioeconomic categories, following a market research determination that a reasonable expectation does not exist for two or more qualified Veteran-Owned Small Businesses to submit competitive offers at a fair price. The procurement follows FAR Part 12 commercial item procedures and incorporates applicable VA Acquisition Regulation deviations and RFO FAR guidance. Evaluation will be based on best-value or lowest-price technically acceptable criteria, with technical acceptability assessed against the prescribed salient characteristics. All offerors must comply with standard certifications including Buy American Act and Trade Agreements Act requirements, as well as security prohibitions. The contract is managed by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, with delivery and performance occurring at the Olin E. Teague VA Hospital in Temple, Texas.

Solicitation # W911QX26QA184
The U.S. Department of Defense, through the Office of W6QK Acc-Apg Adelphi in Adelphi, Maryland, has issued a notice of intent to sole source the procurement of two 780 nanometer tapered amplifier laser systems under solicitation number W911QX26QA184. This action is classified as a combined action with no set-aside, indicating that the procurement is open to all eligible contractors without preference for small businesses or other designated categories. The North American Industry Classification System code 334516 identifies this as a transaction involving semiconductor and related device manufacturing, aligning with the specialized nature of the requested laser systems. The requirement is critical to mission-critical operations supported at the Adelphi location, where the systems will be deployed and utilized. Poly (lauryl methacrylate) material
Solicitation # N6893626SIMACQD550000E5500000337
The Naval Air Warfare Center, Weapons Division, China Lake, intends to award a sole-source firm fixed price contract to Scientific Polymer Products, Inc. for 500 pounds of custom poly(lauryl methacrylate) with a molecular weight of 200,000–250,000, delivered as approximately a 30% solution in ethyl acetate. Market research has confirmed that this specific polymer-grade material is only commercially available from this vendor, as no other supplier can meet the technical specifications without extensive process development and lead time that would cause critical delays to ongoing projects. Alternative chemical formulations or solvent carriers are not technically acceptable, making this requirement uniquely dependent on the identified supplier. This notice is not a solicitation and no competitive quotes will be requested; however, any interested party may submit a written response demonstrating capability and willingness to fulfill the requirement by 10 AM PST on August 7, 2026, referencing solicitation number N6893626SIMACQD550000E5500000337. Responses must be emailed to Andrea M. Farrell at the designated Navy email address. All responding vendors must maintain an active registration in SAM.gov prior to submission, with due consideration given to the 10–15 day processing time for new or updated registrations, as award cannot proceed without an active SAM status. Additionally, contractors must be certified through the Defense Logistics Information Services to access Controlled Unclassified Information, requiring a designated Data Custodian listed on DD Form 2345, approved by the Defense Logistics Agency. Access to CUI is restricted to this single point of contact per CAGE code, and contractors are responsible for coordinating this certification before requesting information access.
