This is a solicitation for commercial services in accordance with the information in Revolutionary FAR Overhaul (RFO) Part 12 - "Acquisition of Commercial Items" and RFO Part 6.103-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about 30 April 2026 under Request for Quotation (RFQ) number N0018926QL123 at the following website: https://beta.sam.gov/. 



This solicitation documents and incorporates provisions and clauses in effect through RFO 23 April 2026 and DFARS Change Notice 20251110. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far-overhaul and https://www.acquisition.gov/dfars. This acquisition will result in a Firm-Fixed-Price purchase order under NAICS 541519. The Small Business Size Standard is $34.0 (millions of dollars).



This requirement is a Sole Source acquisition to SecureStrux LLC.




The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a Firm-Fixed-Price purchase order to Reset Coaching LLC per the attached Redacted Sole Source Justification. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurs with this determination.



This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All bids, proposals, or quotations received by the closing response date will be considered by the Government.



Quotes shall be submitted to Mrs. Porchia Locke at porchia.y.locke.civ@us.navy.mil and Mr. Cody Witz at cody.s.witz.civ@us.navy.mil no later than 10:00 AM EST, 01 May 2026. Quote submissions received after the stated submission deadline may not be considered for award.



System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.



All quotes shall include price(s) showing any and all materials and labor, FOB destination, a point of contact, name and phone number, business size, Cage Code, and payment terms. The quote shall explicitly confirm that the quoter can meet all of the Technical Requirements and provide all of the Deliverables for the period of performance specified above. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
