Full Description

The Defense Support of Civil Authorities (“DSCA”) is a process by which civilian authorities can request military assets in order to perform missions critical for emergency response when local resources are overwhelmed, such as in the aftermath of a catastrophic adverse weather event. The purpose of exercising DSCA capabilities is to gather emergency responders, military partners, and federal emergency management leaders to prepare and enhance City of Los Angeles coordination and collaboration with the Department of Defense (DoD) during a disaster, crisis, or special condition that exceeds the capacity of local government. EMD seeks a contractor to provide a progressive series of exercises ("Exercise Series” or “Series”), which includes a tabletop exercise, drill, and seminar, in the final week of May 2024. The exercises shall address the topic of logistics following a catastrophic adverse weather event. The selected contractor shall submit an After Action Report/Improvement Plan (AAR/IP) following Exercise Series conclusion. All exercises will be conducted in-person; some will offer a hybrid component on a video conferencing platform. Most exercises will take place in the week prior to LA Fleet Week (May 24-27, 2024). LA Fleet Week is an annual, multi-day celebration of our nation’s Sea Services held on the Los Angeles Waterfront at the Port of Los Angeles (“Port” or “Port of LA”) over the extended Memorial Day Weekend.
