Emergency Planning Services

The Office of Exposition Park Management is seeking a qualified consultant or firm to deliver actionable, operationally functional emergency planning and incident management services for Exposition Park in preparation for major events such as the FIFA World Cup 2026 Fan Festival and the LA28 Olympic and Paralympic Games. This is not an advisory or planning-only engagement; the selected contractor must develop and implement fully operational emergency frameworks, including Unified Coordination Groups, Emergency Operations Plans, Incident Action Plans, hazard-specific annexes, and comprehensive crowd management and evacuation procedures. The contractor will conduct a thorough assessment of existing capabilities, communications systems, and infrastructure vulnerabilities, and must deliver training programs, conduct exercises, and produce detailed after-action reports and improvement plans following events. All deliverables must be completed to the satisfaction of the OEPM Contract Manager, and any materials produced require prior approval before dissemination. The contract has a total estimated value of $250,000, allocated as $49,999.99 for fiscal year 2025/26 and $200,000 for fiscal year 2026/27, with services paid in arrears upon completion based on itemized hourly rates. The period of performance begins upon state approval and terminates on June 30, 2027. Bidders must submit a complete package including mandatory certifications, a signed Contractor’s Certification Clauses (Effective 4/2017), Certificate of Insurance with primary coverage not excess or contributory, and proof of compliance with prevailing wage laws, apprenticeship requirements, and record-keeping obligations. Insurance must include $1,000,000 per occurrence and $2,000,000 annual aggregate for general liability, along with workers’ compensation coverage as required by law. Bidders must comply with strict submission requirements, including two hard copies delivered under sealed cover to the specified Los Angeles address by June 11, 2026, at 5:00 p.m., with no alternate contract language accepted. The award will be made to the lowest cost responsive bidder, with tiebreakers resolved by a public coin toss. All financial, technical, personal, and operational data must be treated as confidential, and late or incomplete submissions will be rejected.
