Emergency Shelter Support Services

Buncombe County is soliciting proposals for Emergency Shelter Support Services to provide on-call assistance during the activation of emergency operations and Mass Care activities. This is a preposition contract with an initial one-year term, meaning services are only activated when the County triggers an emergency shelter response. The scope of work includes supporting one to three shelters, typically housing 50 to 150 residents, through functional areas such as general social work wraparound services, shelter de-mobilization and transition planning, clinical mental health support, and staff wellness protocols like Critical Incident Stress Management. The County may award contracts to multiple vendors to ensure surge capacity and continuity of service. Proposals are evaluated based on completeness, content, cost, and relevant experience, specifically requiring a minimum of three years in emergency response or social services and a demonstrated ability to serve vulnerable populations.
