Emerging Threats in Small Unmanned Aircraft Systems (sUAS) Warfare

The Naval Supply Systems Command Fleet Logistics Center Norfolk is seeking to award a firm-fixed price, total small business set-aside contract under FAR Part 12 to provide advanced training on emerging threats in small unmanned aircraft systems (sUAS) warfare in support of Explosive Ordnance Disposal Mobile Unit 12. The acquisition is scoped under NAICS code 611699 with a small business size standard of $16,500,000 and is structured as two firm-fixed price line items: a three-day scenario-based training course and a five-day comprehensive training course, both to be performed between July 1 and July 31, 2026. The contractor must deliver training using Non-NDAA-compliant Commercial Off-The-Shelf platforms, covering threat overviews, platform types including macro, micro, FPV, VTOL, and FW systems, improvised modifications such as 3D-printed attachments and microcontroller-based firing circuits, and C-UAS response procedures through classroom instruction and realistic scenario-based exercises, including simulations of loitering munitions, one-way FPV drone attacks, and sensitive site exploitation. All training activities require strict adherence to DoD operational security policies, HSPD-12 Personal Identity Verification requirements including Common Access Card issuance, and mandatory background investigations—U.S. citizenship is required for all personnel with system or physical access, and no interim approvals are permitted. The contractor must ensure all employees complete OPSEC awareness training within 30 days of onboarding with annual refresher training thereafter and must flow down security requirements to any subcontractors with access to federally controlled facilities. Payment will be processed through Wide Area Workflow using cost vouchers or invoice and receiving report methods depending on line item type, with no reimbursement allowed for efforts during the start-up period prior to the official performance commencement.
