Joint Human Domain Integration Training Program

The Government, through Hq Usasoc Contracting, is conducting market research for the Joint Human Domain Integration Training Program under solicitation number H92239-26-R-E010, with a NAICS code of 611699, aimed at identifying capable vendors to support Special Operations Forces (SOF) in the Multi-Domain Environment. The requirement centers on delivering senior-level training to the 95th Civil Affairs Brigade (Special Operations) (Airborne) and other SOF elements in specialized areas including Joint Network Analysis and Targeting, Joint Network Design Course, Joint Critical Infrastructure Analysis and Reporting, and Basic Applied Fundamentals of Open-Source Research. Instructional support extends to tabletop exercises, mobile force protection, cultural and language integration, scenario development, and operational design, with all training to be conducted primarily at Fort Bragg, North Carolina. The Government intends to award a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period, using Firm-Fixed-Price task orders for individual training deliveries. Key deliverables are outlined in four technical exhibits: Performance Requirements Summary, Deliverables Schedule, Joint Network Design Course Terminal Learning Objectives, and a Base Year Tentative Course Schedule. Proposals must demonstrate the ability to meet stringent personnel and security requirements, including possession of an active Secret Facility Clearance and maintenance of a SECRET facility clearance program. All contractor personnel with access to classified information must hold active Secret clearances and maintain eligibility for Top Secret eligibility to satisfy ACCM access, and key personnel must obtain and maintain a Common Access Card. The JNAT Program Manager must hold a bachelor’s degree and possess a minimum of ten years of military teaching experience in network development for SOF and conventional forces, or eighteen years of relevant experience, while all instructors must be graduates of the Army Basic Instructor Course, Small Group Leaders Course, and Instructor Evaluators Course. Contractors are required to be registered in SAM.gov with a valid Unique Entity Identifier and CAGE code and to submit their business size status, including whether they qualify as small, small-disadvantaged, 8(a), HUBZone, woman-owned, or Service-Disabled Veteran-Owned Small Business.
