Amendment 01 Iowa National Guard technical instruction services for Basic Narcotics Investigations course for the Midwest Counterdrug Training Center

The Iowa Army National Guard Midwest Counterdrug Training Center is seeking qualified contractors to design, develop, and deliver a 76-hour Basic Narcotic Investigations course for law enforcement personnel under solicitation W912LP-26-R-0006, with Amendment 01 issued to refine requirements. Proposals must be submitted in four volumes—covering cover letter and OCI, technical capability, past performance, and price—each with one electronic copy on CD/DVD and one hard copy, delivered physically by June 3, 2026, to the specified Johnston, Iowa address. The contract is firm-fixed price with a base period of 12 months for three course iterations and four optional 12-month periods, each allowing up to six additional iterations, for a maximum potential duration of five years. Performance will occur primarily at Camp Dodge in Johnston, Iowa, with the remainder conducted across all 54 U.S. states and territories based on operational needs. Instructors must be U.S. citizens with a minimum of 15 years of law enforcement experience, including 10 years as a civilian narcotics officer and five years teaching comparable courses, and must be actively engaged in such training. Technical capability and past performance are significantly more important than price in evaluation, with no discussions anticipated and award made without negotiation based on a trade-off approach. Offerors must demonstrate prior experience delivering similar training to law enforcement, and all key personnel require firm commitments. Contractor personnel must comply with strict physical security protocols, avoid organizational conflicts of interest, and maintain zero tolerance for human trafficking. The government will accept performance only if student evaluations average at least 75%, course content is fully delivered, and pre- and post-tests are administered. All submissions must adhere to formatting rules, including 12-point font, single spacing, no password protection, and virus scanning, with only the official Price Proposal Form (Attachment 4) permitted for pricing. No specific contract value is provided, and no small business set-aside is in effect. Access to government installations requires compliance with installation regulations, and telework is restricted. Contractors must use WAWF for invoicing, submit UEI and CAGE codes for prime and subcontractors, and comply with all applicable FAR and DFARS clauses including cybersecurity, executive compensation reporting, and prohibitions on procurement from sanctioned entities.
