The County of San Mateo, through its Human Resources and Department of Housing, is seeking to commission an employee demand study focused on assessing current workforce housing conditions and gauging employee interest in residing in employer-provided housing. The goal is to gather data that will inform the development of targeted housing programs aimed at attracting and retaining talent by addressing challenges such as rising housing costs and lengthy commutes faced by employees. The insights gained from this survey could lead to the creation of a new Employee Housing program tailored to meet identified demand, thereby enhancing employee satisfaction and organizational stability. The solicitation for this project is titled "Employee Housing Survey," with a response deadline set for July 7, 2025, and a contract value estimated between $50,000 and $150,000. The project is managed by Carling Luk, and interested parties can find additional details through the county’s procurement portal. The contractual framework for this project involves a standard draft contract template designed for agreements exceeding $200,000, emphasizing comprehensive terms related to service scope, payment structures, contract duration, termination rights, and intellectual property rights. The template underscores the importance of clear responsibilities, compliance with relevant regulations such as HIPAA, and provisions for indemnification and ownership of work products. Although the current project budget falls below the $200,000 threshold, the template provides a robust legal foundation for formalizing the county’s contractual arrangements with service providers, ensuring clarity, accountability, and legal protection throughout the engagement. Overall, this initiative represents a strategic effort by San Mateo County to leverage data-driven insights for developing sustainable housing solutions that benefit both employees and the organization.
