AI Contract Overview
The Virginia Information Technologies Agency (VITA) is seeking a single supplier to provide enterprise-wide, next-generation End User Computing (EUC) services for Virginia Executive Branch agencies and other public bodies. This strategic partnership involves a fully managed, secure, and compliant model for end-to-end service delivery, including device and software support, troubleshooting, lifecycle management, and financial asset tracking. The supplier will act as a Tier 1 provider within VITA's multi-supplier integrated model, requiring close coordination with a Multi-Sourcing Service Integrator (MSI) and the use of non-proprietary tools to ensure full visibility and integration into the VITA Toolkit. The scope includes managing both supplier-owned and Commonwealth-owned devices, with an emphasis on modernizing the environment and containing costs through simplified device offerings. The procurement process emphasizes service continuity and the supplier's ability to assume operations seamlessly at commencement. Evaluation is based on the quality of the service assumption approach, device portfolio management, and the supplier's proven record of handling similar complexity. Compliance requirements include authorization to transact business in Virginia, adherence to DHS prohibited product lists, and DSBSD-certified small or micro business commitments. Financial management is structured around Resource Unit charges, milestone payments, and pass-through expenses. Deliverables are subject to a formal 30-day review period by VITA, with acceptance based on specific service levels and the determination of authorized users.

Full Description
VITA will maintain a supplier-delivered End User Computing (EUC) model that builds on the current service framework at Commencement, through optimizing and modernizing services to align with current capabilities, demand, and operational realities. The Supplier will provide end-to-end service delivery, including device support, software support, troubleshooting, lifecycle management, and required financial and asset tracking processes (e.g., CMDB, GASB compliance) for all devices/workstations. Suppliers may propose value-added or premium services as optional capabilities available to agencies. During the life of the contract, Supplier will propose to VITA continual improvement of service/device offerings while meeting Customer needs and requirements, focusing on service quality, operational efficiency, and customer experience.
The EUC supplier will be required to integrate as a full Tier 1supplier*. The EUC supplier may bring a suite of tools to manage the service platform, but all EUC provided tools shall not utilize proprietary tools or formats that hinder or prohibit integration into the MSI platform/VITA Toolkit. VITA and the MSI integrator shall have full, uninhibited real-time visibility into the content and configuration of all EUC provided tools. VITA anticipates a single award to one supplier for EUC services, while reserving the right to continually adjust the device ownership structure based on the best value and most suitable solution to the Commonwealth. VITA also reserves the right to issue a single award, multiple awards, or no award.
All communications related to this forthcoming RFP should be directed to the Single Point of Contract (listed as the Buyer on this posting).

* VITAs Managed Environment is established by a multi-provider integrated model, led by a Multi-Sourcing Service Integrator (MSI) to deliver certain IT services to VITA and other Virginia Executive Branch Agencies. While VITAs Managed Environment is comprised of various and separate scopes of services provided by multiple Integrated Suppliers (also called Service Tower Suppliers), the multi-provider model requires coordination, cooperation and integration among the Integrated Suppliers. These suppliers must work together toward the common goal of providing uninterrupted, high-quality services to VITA & the Commonwealth. In this regard, the participants must perform their services, interact, and cooperate with each other in a manner that, as a foremost guiding principle, first considers the best interests of VITA & the Commonwealth.
