The work includes diagnostic support, corrective maintenance, repair or replacement of failing components such as sensors, actuators, relays, and wiring, along with limited preventive maintenance and emergency response requiring a 30-minute call-back and 2-hour on-site arrival. All activities must comply with NOAA IT and cybersecurity standards, labor wage rates under WD-2015-4427 Rev. 33, and safety protocols including lockout/tagout, PPE, and fall protection, while ensuring no interference with active Honeywell systems. The contract is a Total Small Business Set-Aside under NAICS code 238220, with a size standard of $19 million in annual receipts, and is restricted to Women-Owned Small Businesses. Proposals must be submitted electronically by 12:00 PM EST on August 12, 2026, to Randall.Chatfield@noaa.gov and must remain valid for at least 60 days. Evaluation will follow a Low Price, Technically Acceptable (LPTA) approach, where technical acceptability serves as a pass/fail threshold and award is made to the lowest-priced offer that meets all requirements. The period of performance runs from September 1, 2026, to August 31, 2027, with an option for extension contingent on system conversion progress and funding availability. Contract performance is to occur at the HML facility, with FOB Destination terms and mandatory invoicing through the U.S. Treasury’s Invoice Processing Platform. Offerors must have an active SAM registration, provide UEI/CAGE codes, and comply with cybersecurity, identity verification, and organizational conflict of interest clauses. Contractor personnel require personal identity verification and must complete mandatory annual training on sexual assault and harassment prevention. The Government retains the right to terminate for convenience, and all submissions must include signed SF-1449 and SF-30 documents in PDF or Word format. Payment will be made Net 30 days upon acceptance, administered by EAD-SAP in Norfolk, VA, with no use of WAWF permitted.
