Minnesota State University Moorhead is seeking proposals for a tax-exempt lease purchase arrangement to finance approximately 6.0 million dollars in energy conservation measures across its campus. These measures, which are designed, engineered, and commissioned by the energy savings contractor Ameresco, are intended to reduce energy and water usage and costs. The financing structure involves a 250-month term, consisting of a 10-month construction period followed by a 240-month amortization period. Repayment will be made using all legally available funds, subject to annual appropriations, with a preference for fixed interest rates and minimal prepayment premiums. Proposals are due by December 9, 2025, and will be evaluated based on interest rates and fees (70 percent), loan terms (20 percent), respondent qualifications (8 percent), and adherence to Minnesota State terms and conditions (2 percent). The selection process utilizes a trade-off basis, meaning the award is not based solely on the lowest price. Key requirements for respondents include providing details on escrow agents, all-inclusive transaction costs, and naming the lessor as a dual obligee on payment and performance bonds. All submissions must be made exclusively through the Minnesota State e-procurement system.
