The New York State Office of Mental Health (OMH) is seeking information from potential suppliers regarding the integration of fuel cell technology into its psychiatric centers across all NYS counties. The initiative aims to enhance energy efficiency, provide backup power during outages, promote sustainability, and reduce carbon emissions. The RFI, issued on August 28, 2025, with a response deadline of October 31, 2025, is purely informational and does not constitute a formal procurement or guarantee future contracting. It seeks detailed insights into the capabilities, performance, environmental benefits, cost considerations, and support services associated with fuel cell systems, which may inform subsequent requests for proposals. The project involves multiple OMH locations, with site-specific maps and utility infrastructure details provided for facilities such as the New York Psychiatric Institute, Manhattan Psychiatric Center, Queens Children's Psychiatric Center, and others, highlighting existing electrical and gas distribution systems, potential installation sites, and energy consumption data. The contract emphasizes a comprehensive understanding of site-specific utility layouts, electrical loads, and infrastructure conditions to assess the feasibility of deploying fuel cell solutions effectively. It also includes detailed technical diagrams, utility maps, and energy usage reports to support the evaluation process. The procurement process is open to all qualified business entities, with no set-aside goals for MWBE, service-disabled veteran-owned, or disadvantaged businesses. The overall goal is to gather sufficient technical and economic information to determine the suitability and cost-effectiveness of fuel cell technology for OMH’s facilities, with the potential to develop a future RFP based on the responses received.
