Enforcement No. 2026-15776 – Notice to Proceed with Restoration Plan and Schedule (Plan) for Encroachment Removal and Site Restoration

This contract authorizes corrective work for Enforcement Case No. 2026-15776, managed by the Central Valley Flood Protection Board. The project is located within Reclamation District 307 on the right bank levee of the Sacramento River in Clarksburg, California, specifically from Levee Mile 2.81 to 2.84. The primary objective is to implement a Restoration Plan and Schedule to remove unauthorized encroachments and restore the site. Key activities include the removal of unauthorized sprinkler heads and a concrete stairway, restoring the landside levee slope to pre-project conditions, and hydroseeding the slope. To ensure the integrity and function of the levee, the work may also include minor regrading, stabilization, and erosion control measures. All restoration activities must comply with California Code of Regulations Title 23, Waters, Division 1. The project is classified under NAICS code 237990 and has been granted CEQA categorical exemptions under Sections 15321, 15301, and 15304, as no significant environmental effects are expected. Project management is coordinated by Angela Nguyen-Tan of the Central Valley Flood Protection Board and Alicia Radov of Redleaf Developments. No new development or expansion of use is proposed as part of this corrective action.
