Enterprise Artificial Intelligence Governance, Management, and Implementation Support

The Department of Veterans Affairs is conducting market research through a Request for Information to identify qualified contractors capable of delivering enterprise-level artificial intelligence governance, management, and strategic implementation support through its Chief AI Officer office. The effort seeks a multidisciplinary team to manage the full lifecycle of AI use cases, develop governance tooling enabled by large language models, oversee data pipeline integrity, ensure compliance with federal mandates including OMB M-25-21 and NIST guidance, and implement human-centered design practices for AI systems. The contractor must support both technical execution and organizational adoption across VA’s diverse workforce, addressing varying levels of AI literacy and differing mission risk profiles. Core responsibilities include performing an enterprise AI landscape assessment, prioritizing AI investments, developing a roadmap for scalable adoption, establishing a federated governance model with defined roles and decision rights, and maintaining a Federal AI Compliance Tracking Report that monitors evolving regulatory obligations. All AI-generated outputs used in clinical, benefits, privacy, safety, or compliance-sensitive contexts must undergo documented human review, and all systems must meet Section 508 accessibility standards with validated usability and user research results. The contractor must ensure continuity of operations through robust staffing and succession planning, maintain strict adherence to VA security, privacy, and data handling requirements including mandatory training and background investigations, and deliver reusable, transferable technical artifacts at contract closeout. Deliverables include monthly and quarterly status and compliance reports, recurring strategic communications and stakeholder engagement outputs, comprehensive training materials with attendance tracking, and a Monthly Data Governance and Validation Report documenting data quality, error rates, and remediation actions. All work must be scalable to VA’s enterprise size and geographic complexity, with performance primarily occurring at contractor facilities though on-site support at VA Central Office or other locations may be required. The anticipated contract would have a twelve-month base period with four additional one-year option periods. Respondents must submit a tailored capability statement of no more than ten pages along with required company identification, socioeconomic certifications including small business and SDVOSB status, evidence of applicable GSA or SEWP V schedules, and a Rough Order of Magnitude estimate for proposed solutions. All submissions are due by June 23, 2026, and this RFI is strictly for market research purposes with no obligation to award a contract.
