*** THIS IS NOT A BID *** The description of services intended for purchase from a sole source is posted in accordance with section 3.9, Procurement Ordinance 25-11, and will be posted for a minimum of 15 business days. Commodity or Service Required: Purchase of OEM Parts and Repair Services for Vactor and Elgin Equipment Description: Lee County Fleet Management seeks to execute a sole-source procurement for OEM parts and lubricants for all repairs of six (8) pieces of equipment manufactured by Vactor and Elgin, with an additional two (2) units on order for FY26/27 by Environmental Products Group, Inc.(EPG) Additionally, EPG will provide support to Lee County with advanced scanning devices used to diagnose issues when these units become inoperable. Intended Sole Source: Environmental Products Group, Inc.(EPG) Justification for Sole Source Acquisition: Environmental Products Group (EPG) is the only authorized OEM dealer of Vactor and Elgin that can supply the necessary parts, lubricants and diagnostics equipment for Lee County’s pieces of equipment manufactured by Vactor or Elgin. OEM parts and proprietary service information are exclusively distributed to authorized dealers to ensure that every component adheres to rigorous quality standards, preserves warranty validity, and guarantees precise compatibility with the equipment’s original design. Utilizing OEM-certified parts and services is essential to maintaining the performance, safety, and longevity of these complex machines, which aftermarket alternatives cannot assure. As the sole authorized provider of Vactor and Elgin products in Florida, EPG offers unparalleled expertise and timely support, minimizing downtime and enabling Lee County’s Fleet Management to operate efficiently. Recommended Procurement Approach: For the reason(s) stated above, Lee County Procurement Management intends to utilize the Sole Source Procurement method to purchase from Environmental Products Group, Inc.(EPG) to supply the above. Respond to: If your firm feels they have the ability to supply the above, please contact Kevin Walker, Lee County Procurement Management at KWalker2@leegov.com for review.

Saffire Ag Expo Ticketing SystemLee County Parks and Recreation is seeking to procure a fully integrated ticketing and admissions management system from Saffire LLC for the Southwest Florida Ag Expo, using a single-source procurement method under section 3.9 of Procurement Ordinance 25-11. The service includes licensing and hosting of the SaffireTix® platform, configuration of ticket products, rental of point-of-sale hardware and peripherals, secure payment processing, real-time reporting, ticket scanning, and comprehensive technical support before and during the event to ensure seamless advance and on-site sales and admission operations. Saffire LLC is identified as the sole provider of the SaffireTix® platform, and replacing the system at this stage would introduce significant operational and financial risks due to the Ag Expo’s established annual sales cycles, existing customer accounts, and deeply integrated workflows, making a transition to an alternative vendor impractical and potentially detrimental to revenue and attendee experience. The procurement is being conducted under solicitation number SS260326KCW, with the posting date of July 16, 2026, and a response deadline of August 6, 2026, allowing a minimum of 15 business days for review as required by ordinance. The contract will be executed directly with Saffire LLC without competitive bidding due to the exclusive nature of their proprietary technology and the high cost of disruption. All inquiries or responses from other potential vendors must be directed to Kevin Walker of Lee County Procurement Management, with contact information provided for review purposes only. The anticipated performance location is in Florida, and the system will support all ticketing and admissions functions for the annual Ag Expo event.
