Install carport solar photovoltaic arrays in the Naval Hospital Camp Pendleton parking lots and link to a battery energy storage system to provide carbon pollution free electricity to the hospital. Upgrade inefficient chilled water equipment in Central Utility Plant and optimize the operations of chilled water and hot water systems. Replace existing motors with synchronous reluctance motors and compatible drives on various heating, ventilation, and air conditioning (HVAC) and medical support systems. Provide modifications and upgrades to BAS/DDC wiring and commissioning of the new motors/drives serving the existing variable speed applications. Revise sequence of operation to maximize low energy parallel pumping operation where applicable. Install advanced meters on building to connect/communicate to the BAS/DDC system. Perform retro-commissioning on upgraded systems to improve the performance and reliability of the systems. Replace existing luminaires in exterior and parking garages with light-emitting diode (LED) luminaires.
