Establishment of Framework for Mediation Service– External Conflict Resolution

The Independent Commission for Reconciliation and Information Recovery (ICRIR) is establishing a call-off framework under solicitation ICRIR-19 to secure independent external workplace mediation and conflict resolution services. The primary objective is to create a panel of qualified mediators capable of resolving workplace disputes, employee relations issues, and conflict situations to prevent escalation into formal procedures. This demand-led service model operates on an as-required basis with no guarantee of work or minimum spend, with an estimated total value of 48,000 GBP including VAT. The framework is scheduled to run from January 22, 2027, to January 22, 2029, with the possibility of two optional twelve-month extensions extending the term to January 22, 2031, pending funding, performance, and business need. Individual call-off contracts will be awarded through a mini-competition process among the established panel of suppliers.
