Executive Search Services

The City of Detroit Office of Contracting and Procurement, on behalf of the Human Resources Department, is soliciting proposals for Executive Search Services to fill multiple positions. The selected firm will provide technical and professional recruitment services for a variety of roles, categorized into senior-level leadership, mid-level leadership, and other positions. Proposals are evaluated based on the firm's organizational capacity, key personnel resumes, and a proven track record of at least three relevant experiences from the last five years. Respondents must provide a detailed solution approach, a project timeline, and a pricing schedule consisting of fees or hourly rates for the specified leadership tiers. The contract requires strict adherence to various compliance standards, including the Federal Acquisitions Regulation, the Davis-Bacon Act, and environmental laws such as the Clean Air Act. Mandatory submission documents include a Respondent Questionnaire, notarized affidavits of non-collusion and disclosure of interests, and three years of financial information. Award conditions include the submission of a certificate of insurance, Treasury clearance, and a commitment to a Priority Hire Agreement with Detroit at Work. Additionally, the contractor must maintain ISO 27001 certification and adhere to strict confidentiality and data security standards, including SOC 2 Type 2 reporting. Payment for services is governed by the City of Detroit's Prompt Payment of Vendors ordinance.
