The Wisconsin Department of Administration's Consolidated Agency Purchasing Services, on behalf of the Office of the Commissioner of Insurance, is seeking proposals for a project titled "Expanding Access to Women's Health Survey." The initiative is funded by a $495,000 federal grant from the Department of Health and Human Services, awarded on September 20, 2024. The funds will support multiple activities, including hiring consultants to conduct surveys of enrollees, healthcare providers, and pharmacists to assess access to preventative services and insurer compliance with contraceptive care requirements under federal law. Additionally, the project will include developing a public awareness campaign about consumer rights related to contraceptive mandates and reviewing insurance compliance with any new regulatory measures implemented based on survey findings. The contract aims to select a single responsive and responsible proposer, with an estimated budget between $90,000 and $100,000, though there is no guarantee of purchase volume or minimum expenditure. The state reserves the right to cancel the solicitation at any time before awarding. The scope of work emphasizes flexibility, with no minimum service commitments required from the selected contractor. The solicitation details, including response deadlines and contact information, are publicly available, and the project is part of a broader effort to improve access to women’s health services and ensure insurer compliance with federal contraceptive mandates across Wisconsin.
