AI Contract Overview
The New York State Office of Mental Health is initiating a five-year contract opportunity aimed at enhancing support for individuals transitioning from inpatient psychiatric hospitalization back into the community. The contract seeks three Article 28 hospitals, each operating an inpatient psychiatric unit, to deliver Peer Bridger services—an evidence-based approach in which peer support specialists (NYCPS) with lived experience assist recently discharged individuals in rebuilding their lives outside institutional settings. Each selected hospital will receive $300,000 annually, totaling $900,000 statewide per year, to recruit and maintain a team of three peer specialists, along with resources for travel and incidental expenses necessary for community bridging. Peer Bridger programming is intentionally designed to facilitate voluntary, strengths-based, and relational support for individuals who are preparing for discharge or have recently left restrictive environments. These services do not function as case management or compliance monitoring, but instead focus on mutual assistance, self-determination, and empowerment, providing up to a year of individualized support. The Peer Bridgers help clients with skill building, navigating community systems, and exploring new life opportunities, all within a “do with rather than do for” ethos. Proposals for this contract must be submitted through the Statewide Financial System by January 15, 2026, and notice of intent must be shared with the respective county’s Local Governmental Unit. There are no set-aside or subcontracting goals for minority, women, service-disabled veteran, or disadvantaged businesses, and the contract covers all New York State counties.
